The story begins in late 1993. At that time, Dr. Wang Mingwei, President of San Diego Maple Holdings (Group) Company, wanted to expand the cooperation between China and European and American countries in medicine and biotechnology. This is not difficult for the Cambridge University PhD in Physiology and Immunology. The first thing Wang Mingwei had to do was how to increase the content of 2,6-dichloro-4-nitroaniline in the dye. He convened experts to discuss and study, and soon worked out a technical plan to increase the content. But this is only the first step, the key is the second step: to find a manufacturer willing to cooperate and enter the product into the US market. Dr. Wang inspected many well-known domestic enterprises, all of which can produce this dye. When Dr. Wang Mingwei explained the intention of cooperation, these companies did not respond. It's not that they don't want to cooperate, but because the risks of cooperation are too great. First, improving product quality requires equipment and technology, which is a large investment. Second, whether the products produced can enter the US market is also unknown. Moreover, at that time, these enterprises were all enjoying themselves, so they did not take the olive branch thrown by Dr. Wang seriously.

面对困难和挑战,李根荣选择的是积极而勇敢的态度,他相信办法总比困难多。罗森化工多方筹措100多万元资金,对企业的旧设备进行升级改造,这硬件容易解决,可是人才哪里去找?李根荣自有他的套路。他找到了华东理工大学精细化工的俞荣根博士,用他乡镇企业家特有的真诚打动了俞荣根。而俞荣根答应到罗森化工,也有他自己的想法。一是自己学的是精细化工,在书本上学的已经不少,在实验室里操作也是轻车驾熟,但是能不能在生产实践中显示自己所学的专业呢?还有一个原因,是人情原因。在李根荣身上,俞博士看到了自己插队落户时农民的那种淳朴,是他们的善良他们的质朴让他度过了难忘的知青岁月,何况他就在铜罗一带插队呢!他对那块土地怀着深厚的情感。更何况他们很有缘分,一个叫根荣,一个叫荣根,哪有不合作的道理?于是罗森化工有了高学历的科研人才支撑,李根荣的底气足了。俞荣根也铆足了劲,领衔带领技术人员进行科研攻关,和苏州大学合作制定化学测试方法。

In October 1997, the U.S. General Administration of Customs notified the relevant parties: "China 001" sterilant can enter the U.S. market duty-free.
